I have used sibelius for the three tabs I have contributed to this site (see the tab section; 9 crimes, accidental babies, rootless tree live) and feel it produces a pretty nice output. However, I'm not sure it's worth the money for amateur stuff when you are just messing around, cubase is quite a common package that does scores, although it's not overly great last time I looked at it, we used logic audio at college, that seemed pretty reasonable, although I believe it's mac only these days. I think most of the midi sequencer programs have some score functionality built in to them these days.

Unforunately I'm not up to date on what's available on the free front, I'm guessing there must be something half decent out there though.
