I'm using the LAME codec with EAC to encode MP3's but the bitrate is 510kbps, how do I set it to 128?

Click EAC menu > Compression Options > External Compression tab.
Should be a drop down menu for bitrate. Give CDex a try too - It's a little more user friendly than EAC.
