I think that his popularity will grow, and may eventually wane - fans drop out all the time for various reasons - they grow up, they discover some other artist to obssess over, they move, they discover they hate the artist they once obssessed over, etc.I also think that very few people will go to every single show forever and ever.So I don't think you have to impose an artificial cut-off.

I was envisaging maybe 50% for the new system and 50% as usual, to all new fans get access.

As for missing out on a gig meaning you're less likely to get to go to another one - that is why I suggested when you get to a gig your seniority takes a short-term knock for that tour... so for each tour a senior person can pick the one concert they want to go to... then they'd be knocked down a bit and others would get a chance.
